[opencms-dev] problem installing opencms.war as ROOT.war (debian tomcat 5.5)

IIRC I had the same, due to more restrictive default security settings of 
tomcat in etch.

Edit  the file /etc/default/tomcat5.5 and set:

TOMCAT5_SECURITY=no

In case you have RAM, you can give some more to tomcat there as well:
CATALINA_OPTS="-Djava.awt.headless=true -Xms1024M -Xmx2048M -server"

Restart tomcat and redeploy, it should work now.
